The IFC/GEF Efficient Lighting Initiative (ELI) was designed to reduce greenhouse gas emissions by increasing the penetration of energy-efficient lighting technologies. The ELI countries were Argentina, the Czech Republic, Hungary, Latvia, Peru, the Philippines, and South Africa. ELI was funded by the Global Environment Facility (GEF) and was implemented by the International Finance Corporation (IFC). It began in 1999 and the seven county programs were completed in late 2003, but a Next Generation of ELI continued to provide services to support the use of high-quality energy-efficient lighting.

The Collaborative Labeling and Appliance Standards Program (CLASP) was formed in 1999 by IIEC, the Lawrence Berkeley National Laboratory (LBNL) and the Alliance to Save Energy (the Alliance). CLASP’s sole CLASP is to increase the design, implementation, and enforcement of energy efficiency standards and labels for appliances, equipment, and/or lighting products in developing and transitional countries. It works through partnerships with agencies and institutions in developing and transitional countries and engages a variety of policy and technical specialists from around the world.

The objective of this project assignment is to assist the Energy Efficiency and Conservation Sub-sector Network (EE&C-SSN), the implementing body coordinated by the ASEAN Center for Energy (ACE). This came after the ASEAN Sub-Sector Network on Energy Efficiency & Conservation (EE&C-SSN) has received a mandate from the ASEAN Energy Ministers to proceed with and implement a regional energy certification labelling programme for high-efficiency equipment. The focus is on magnetic ballasts labels, followed by refrigerators and air conditioners and this project aimed at supporting EE&C-SSN in the design and implementation of S&L programs for ballasts in ASEAN.
