What is the Kigali Cooling Efficiency Program?
The Kigali Cooling Efficiency Program (K-CEP) is a philanthropic collaboration launched in 2017 to support the Kigali Amendment to the Montreal Protocol, through support for the transition to energy efficient, clean cooling solutions for all. More details at http://www.k-cep.org/.
What is the Cooling Demo Project?
The Cooling Demo Project aims to enhance awareness and knowledge of policy makers and private sector organizations in Pacific island countries and territories (PICTs) on innovative technologies and business models for efficient and clean cooling applications in commercial, retail, agricultural and government sector. It is hoped that this enhanced awareness and knowledge can help Pacific Islands to adopt such technologies as well as the policies and financial mechanisms that help their adoption. The Cooling Demo Project is funded by the Kigali Cooling Efficiency Program (K-CEP) and managed by the International Institute for Energy Conservation (IIEC), www.iiec.org.
What are innovative efficient and clean cooling technologies?
Innovative efficient and clean cooling technologies under the Cooling Demo Project must be refrigerant- and non-refrigerant-based cooling and refrigeration technologies, including but not necessarily limited to the following:- Cooling and refrigeration products/systems for agricultural, dairy and meat products;
- Cooling and refrigeration products/systems for medical applications;
- Cooling and refrigeration products/systems for residential, government commercial and industrial facilities.
The above products and systems can either be powered by grid-electricity or stand-alone renewable energy systems or a combination of both. In case a refrigerant-based cooling/refrigeration product/system is proposed, the refrigerant shall be zero or reduced Global warming potential (GWP) refrigerant. What are business models?
In terms of innovative cooling business models, the Cooling Demo Project aims to promote an innovative approach to deliver efficient and clean cooling to end-users. These would include but not limited to:- Pay-As-You-Save (PAYS)/ on-bill financing model: Investments in efficient and clean technologies for cooling and refrigeration for homes and businesses are repaid over time through electricity bills, using the energy savings generated.
- Cooling-as-a-Service (Caas) model: Under this model, customers do not own the cooling infrastructure, and investment costs in installation and maintenance of the cooling/refrigeration equipment by suppliers/project developers are recovered through periodic payment made by customers who pay for cooling services. These payments are fixed-cost-per-unit for the cooling service delivered (for example, dollars per tonnes of refrigeration, or cubic metres of cooled air), and are based on actual usage.

What types of support do the Cooling Demo Project expect to provide?
The Cooling Demo Project provides grant and technical assistance to successful applicants in the demonstration of innovative efficient and clean cooling technologies or business models. In addition to grant support, the Cooling Demo Project also provides following technical assistance:
- Business matching between international suppliers of innovative efficient and clean cooling technologies and potential partners in PICTs;
- Verifying cost/benefits of demonstration projects;
- Training (with expected contribution from international suppliers);
- Documenting and marketing lessons learned
What is the size of grant?
K-CEP has provided up to USD 100,000 to support demonstration of efficient and clean cooling technologies and innovative business models in the Pacific, and, under this available funding, the Cooling Demo Project provides the maximum grant of USD 20,000 per project. In case multiple demonstration projects are to be implemented in a specific country, the total grant support for all demonstration projects in one country shall not exceed USD 20,000. The project grant cannot be used to cover costs of business-as-usual activities of the applicants.
Which countries are eligible for supports under the Cooling Demo Project?
The Cooling Demo Project aims to support demonstration of innovative efficient and clean cooling technologies or business models in any of the following 22 PICTs: American Samoa, the Cook Islands, the Federated States of Micronesia, Fiji, French Polynesia, Guam, Kiribati, the Republic of Marshall Islands, Nauru, New Caledonia, Niue, the Northern Mariana Islands, Palau, Papua New Guinea, the Pitcairn Islands, Samoa, Solomon Islands, Tokelau, Tonga, Tuvalu, Vanuatu, and Wallis and Futuna.
How does the Cooling Demo Project fit with other efficient and clean cooling efforts?
The Cooling Demo Project provides financial and technical assistance for demonstrations of innovative efficient and clean cooling technologies to mitigate barriers pertaining to initial investment costs and knowledge which constraint greater adoption of efficient and clean cooling in the Pacific. The Cooling Demo Project has no specific technical focus on cooling technology or business models for a specific PICT, however applicants must ensure that the proposed demonstrations do not duplicate existing efforts already supported by other donor/international development agencies, but rather generate synergies with the existing ones.
Can I partner with other organisations?
Applicants can partner with other organizations to meet human resource requirements, technical capacity and financial capacity to implement the proposed project. The applicant, or one of the applicant’s partners, must have a registered office address in one of PICTs. Collaboration among PICTs and between PICTs and other countries is considered as the key advantage of the proposal. Note that an applicant can be a lead applicant in only one (1) proposal, however a lead applicant of one proposal can also join an unlimited number of other proposals as a partner. If an applicant submits more than one proposal as a lead applicant, all proposals submitted by this applicant will be disqualified.
Why is endorsement from the National Energy Efficiency and Ozone Units required?
K-CEP and the Cooling Demo Project aim to support the Kigali Amendment to the Montreal Protocol for the transition to energy efficient, clean cooling solutions for all, and it is important to ensure that the proposed demonstration projects are relevant to the national policies and strategies on energy efficiency and refrigerant management. Applicants shall inform the national Energy Efficiency and Ozone Units in the respective target countries of implementation about their intention to demonstrate of innovative efficient and clean cooling technologies.
When are proposals due?
Proposals for grant and technical assistance for Cooling Demo Projects are due on Tuesday, April 30th, 2019, by 6pm, U.S. Pacific time (GMT -7). IIEC may issue another call for proposals after reviewing the submitted proposals depending on various factors including the number and strength of proposed demonstration activities.
How will we evaluate Cooling Demo Project proposals?
