Financial Capacity Building Package for the Industrial Energy Efficiency Project in Philippines (2015 - 2016)

The final goal of the Industrial Energy Efficiency (IEE) Programme is to effect sustained energy management and efficiency practices in the industry of developing countries and emerging economies in order to reduce the environmental pressure of economic growth while increasing productivity, helping to generate economic growth, create jobs and alleviates poverty. The IEE project aimed to increase the availability of financial capacity and support for industrial energy efficiency projects.

PELMATP Design and Implementation of EEL Micro Financing Scheme: Business Finance Capacity Building - Philippines (2008 - 2009)

The Philippine Efficient Lighting Market Transformation Project (PELMATP) is a five-year project being implemented by the Government of the Philippines through the Department of Energy (DOE). The project aims to remove barriers against the widespread use of energy-efficient lighting (EEL) systems in the Philippines. It is supported by the Global Environment Facility (GEF) through its implementing agency, the United Nations Development Programme (UNDP).

Business Financing Capacity Building for the Philippine Efficient Lighting and Market Transformation Project (2007)

The objective of this project is to build the capacity of local financial institutions to provide financing for EEL initiatives. This project provides training to banks on the technical processes underlying EEL investments, innovative financing techniques, use of ESCOs, and risk management. In the context of the need for commercial financing by start-up ESCOs and EEL projects, this training emphasizes “project finance” type of lending as opposed to “asset-backed” lending to build their confidence in the reliance on energy savings to pay off the initial investment cost. Marketing and promotional materials are prepared to help banks sell their financing products. While the Development Bank of the Philippines recently established its own EEL financing window, this project provides DBP with technical assistance in streamlining its financing guidelines to make it more responsive to the needs of the industry.
