The Chattisgarh State Electricity Board (CSEB) is an integrated electricity utility involved in generation, transmission, and distribution. It is a power surplus utility with several coal-based power plants as its asset-base. With a growing commercial sector activities in the state, CSEB will soon face challenges in meeting the demand and it is seen that institutionalization of demand-side management (DSM) is an important step forward.

The Collaborative Labeling and Appliance Standards Program (CLASP), on behalf of the Indian Bureau of Energy Efficiency (BEE), managed the Standards and Labeling (S&L) program for refrigerators and air-conditioners. The program was collaborative and consensus-based where relevant stakeholders, including manufacturers, NGOs, national and international experts, consumer organizations, and the government, were involved in the process.

Demand-side management (DSM) acquisition is a utility implemented mechanism to reduce energy consumption and peak load. The project of DSM acquisition in Maharashtra targeted both rural and urban feeders. Services provided by IIEC included feeder selection and data analysis, review of end-use applications and potential impacts of DSM, creation of DSM Bidding and Standard Offer documents for two feeders in Maharashtra, and dissemination workshops.

The ECO-II project was part of USAID's strategic objective of Improved Access to Clean Energy and Water. It provided the Government of India, through its Bureau of Energy Efficiency (BEE), with the necessary technical assistance and training support to implement portions of its DSM and Building Codes Action Plan. IIEC conducted a study that identified the potential state level economic and fiscal benefits from creating an Energy Conservation Fund and reviewed state energy conservation funds established in other countries. As a result, the study was able to define various options for establishing an Energy Conservation Fund in Maharashtra, including energy projects that can be included in the EC fund.
