Kullakant Chertchutham (Lee) is a Clean Energy Research Specialist at IIEC, with over two decades of experience supporting clean energy, energy efficiency (EE), and sustainable development initiatives across Southeast Asia, the Pacific, Africa, and other regions. Her work covers market research & assessment, stakeholder engagement, survey design and implementation, policy and regulatory analysis, and the development of online databases, product registration systems, and information platforms to support MEPS and labeling implementation, and broader EE & RE (renewable energy) policy delivery.
She has contributed to a wide range of regional and national initiatives on EE appliances, lighting, and cooling technologies. Her experience includes preparing market assessment reports, conducting home energy audits & cost-benefit analysis, reviewing policy and regulatory frameworks, supporting the development of national EE policy roadmaps, and providing recommendations to strengthen MEPS & labeling schemes, product registration systems, and the promotion of higher-efficiency air conditioners and cooling technologies.
Her relevant project experience includes work under initiatives supported by UNEP/U4E, CTCN/GCF, ADB, World Bank, Clean Cooling Collaborative (CCC), APEC Energy Working Group (EWG), GIZ, GGGI, CLASP, LBNL, ICA, and regional programmes such as ASEAN SHINE, the Southeast Asia Cooling Program, and the Lower Mekong Initiative on air-conditioning efficiency.
